Job Role 

Soha is committed to ensuring the highest standards of data governance and protection across the organisation. We are expanding our data management capabilities to align with evolving compliance requirements, including GDPR, the upcoming Social Tenant Access to Information Requirements, and best practices in data security and data governance.  

The Data Governance Lead will report to the Head of Business Transformation and will have line management responsibility for a Data Governance Officer. This role is critical in shaping and embedding data governance policies, ensuring compliance, improving data quality, and enhancing information security across Soha’s systems and processes. The role will oversee compliance with regulatory frameworks, manage data access requests, lead investigations into data breaches, and provide training across the organisation.  

This is a hybrid role, requiring two days per week in the office.  

KEY DUTIES  

Data Governance & Compliance  

  • Develop and maintain data governance policies, ensuring compliance with GDPR, STAIRs, and industry best practices.  

  • Act as the lead point of contact for regulatory compliance, engaging with the Information Commissioner’s Office (ICO), regulators, and external contractors.  

  • Oversee the Data Protection Impact Assessment (DPIA) process, ensuring all new systems, projects, and partnerships adhere to data protection requirements.  

  • Manage data sharing agreements, ensuring appropriate safeguards and documentation are in place.  

  • Provide guidance and oversight on data retention and disposal policies, ensuring changes are approved by our senior leadership team.  

Data Protection & Breach Management  

  • Serve as Soha’s Data Protection Officer (DPO), responsible for ensuring legal and regulatory compliance.  

  • Investigate data breaches, coordinate responses, and report to the ICO where required.  

  • Oversee and respond to Subject Access Requests (SARs) and other information access requests in accordance with legal time limits.  

  • Work with IT Security to enhance data protection controls and respond to cyber security threats.  

Data Management & Technology  

  • Lead the expansion and data governance of Microsoft Purview, supporting data classification, retention, and compliance initiatives.  

  • Ensure best practices for Microsoft 365, SharePoint, Power BI, and SSRS are followed in terms of data governance.  

  • Work closely with IT and business teams to embed data quality principles across operational and reporting systems.  

Training & Embedding a Data Culture  

  • Design and deliver training programmes on GDPR, data security, and data governance best practices for staff at all levels.  

  • Champion data governance awareness, ensuring policies and responsibilities are understood across the organisation.  

  • Develop and mentor the Data Governance Officer, supporting their professional growth and ensuring they effectively contribute to data governance initiatives.  

Essential Skills & Experience  

  • Strong knowledge of data protection regulations (GDPR, STAIRs, ICO requirements).  

  • Experience in data governance, compliance, and policy development.  

  • Experience handling data breaches, SARs, and regulatory reporting.  

  • Strong understanding of Microsoft 365, SharePoint, and data security controls.  

  • Ability to engage with regulators, contractors, and internal stakeholders.  

  • Strong analytical, problem-solving, and communication skills.  

  • Experience leading training initiatives and cultural change programmes.  

  • Experience mentoring or managing staff.  

Desirable Skills & Experience  

  • Experience with Microsoft Purview (Data Loss Prevention, Retention, Classification, etc.).  

  • Familiarity with Power BI and SSRS for reporting data governance.  

  • Knowledge of housing association data regulations.  

  • Experience working in regulated environments (housing, public sector, finance, etc.).
